Research & Technology Management: Policies & Procedures

Below are links to institutional policies and procedures essential for conducting responsible and compliant research at Memorial Sloan-Kettering Cancer Center.

Authorship Guidelines

Maintaining scientific credibility depends on complete and correct authorship, as well as accuracy in reporting the research results. In order to support a culture of integrity and trust, investigators should not take credit for the published or unpublished works of others or refer to such work without attribution and/or permission. The Memorial Sloan-Kettering Cancer Center's (MSKCC) Authorship Guidelines provide minimum requirements for Authorship and Acknowledgements. Many of these suggested guidelines have been developed based on those established by the International Committee of Medical Journal Editors (ICMJE).

Data Sharing Policy

This policy codifies Memorial Sloan-Kettering’s compliance with NIH requirements for sharing data gathered with the support of NIH funding. Investigators should familiarize themselves with the policy and implement data sharing plans in their grant applications, as required. The goal of the NIH requirements and this policy is to make data as widely and freely available as possible while safeguarding the privacy of research participants, and protecting confidential and proprietary data. This policy requires that any data sharing plan protect the rights and privacy of research participants by complying with all applicable IRB rules and HIPAA requirements. Data sharing plans must also allow Memorial Sloan-Kettering to protect its intellectual property rights and meet its third-party obligations; plans must therefore comply with Memorial Sloan-Kettering’s reporting obligations under the Bayh-Dole Act and should include adequate time for the Office of Technology Development to review intellectual property and/or proprietary data that must be protected prior to data sharing.

Effort Reporting

Effort Reporting is the federally-mandated process by which the salary charged to a sponsored project is certified as being reasonable in relation to the effort expended on that project. Although the Effort Reporting System is used for other purposes, such as helping to document effort commitments and NIH salary cap compliance, the chief purpose under OMB A-122 is to ensure that dollars charged to federal projects represent real work performed on the project and are not arbitrarily charged based on budget estimates or fund balances. Effort Reporting is the mandated method of certifying that the effort charged to each award has actually been completed.

Policy on Sharing Model Organisms

In order to comply with NIH policy, Memorial Sloan-Kettering researchers who plan to produce new, genetically modified variants of model organisms are expected to include a plan to share those organisms in all NIH R, P, K, STTR, or SBIR grant applications. Investigators may make the organisms available through a variety of means, depending on accepted practice, and should make the organisms available in a timely manner to colleagues from both nonprofit and for-profit organizations.
